In view of the persistent applications sent from the Province of Macau and Timor in order that prompt measures should be adopted with respect to the present monetary circulation in that Province.
Whereas, the matter is very grave and complex, and the study of the question both as regards the said Province and also the State of India has been intrusted to a Committee, which was appointed by a Royal (*Portaria*) Decree of the 4th of July last.
Whereas it is urgently necessary to prevent, at once, the inconvenience caused by the official value of 860 reis given to the Spanish "Pataca" or "Duro" in virtue of the Decree with the force of Law of October 12, 1853, which is greatly in excess of the actual real value of the silver in circulation in that Province, the difference between the aforesaid values representing a loss of more than twenty per cent on the salaries of the public officials.
Whereas, it is a fact that during the last forty years, silver both in bars and coined, has, owing to various causes, suffered a considerable and notorious reduction in its value.
Whereas, however, it is necessary to meet the financial deficit which may ensue from the reduction
